SENATE TAKES ANOTHER STAB AT SETTING UP TAX COMMISSION
Derided as "loopholes" by critics, tax breaks and credits have proved resilient against efforts to reduce them over the years as filmmakers and others continue to reap benefits from the programs.
Through its budget, the Senate Ways and Means Committee hopes to keep a spotlight on taxes the state has agreed to forego, creating a body to review the cost and effectiveness of "tax expenditures" every five years.
