12:00.....PUBLIC HIGHER EDUCATION: Richard Freeland, the state’s higher education commissioner, holds a conference call with reports on the start of the new school year for Bay State college students. Freeland will discuss what his agency describes as a surge in enrollment in the 29 public higher education campuses in Massachusetts – the result, officials say, of the prohibitive cost of private universities. EDITOR'S NOTE: The State Racing Commission meets. Expected on the docket is a discussion about Wonderland’s failure to make certain simulcast payments to Plainridge Racecourse, which laid off 157 workers last month. Plainridge’s management charged that Wonderland, which shut down last month, had failed t pay an in-state host fee and premiums to Plainridge’s purse account. In addition, the Racing Commission pointed to a letter it received from the Harness Horsemen’s Association of New England that asserted Wonderland had “refused” to make payments for live harness races and simulcast premiums. George Weber, director of the Division of Professional Licensure, told the News Service last month that Wonderland appeared to owe Plainridge $40,000 and that he hoped the allegations would be addressed at the commissions September meeting.
