EDITOR'S NOTE - NOMINATION PAPERS: Incumbents and challengers across Massachusetts may pull nomination papers starting next week to begin gathering signatures to qualify for the fall's ballot, Secretary of State William Galvin announced Wednesday. Nomination papers for the Democratic, Republican and Green-Rainbow state party primaries will be available Tuesday, Feb. 7 at locations statewide. In making the announcement, Galvin's office pointed out the the primary is scheduled for Thursday, Sept. 6 this year. Gov. Deval Patrick has suggested he may propose moving the primary date to avoid a conflict with the Democratic National Convention, but the governor has not recommended an alternative date. Nomination papers this year will reflect the newly reconfigured House, Senate and Congressional districts. Offices on the ballot this year include the U.S. Senate seat held by Scott Brown, nine U.S. representative seats, eight Governor's Council seats, state House and Senate, county commissioner, register of deeds and clerk of courts. District and county candidates have until May 1 to submit signatures for certification, with 2,000 requires for U.S. House seats, 300 for state Senate, 150 for state representative, and 1,000 each for Governor's Council, county commissioner, register of deeds and clerk of courts.

BLACK AND WHITE: Occasionally, Beacon Hill's petty personality politics - with recalcitrant chairmen shunted from power over perceived slights or rebellious rank-and-filers neutered by a leadership that can (and often does) dictate which liquor license bills go where - smash headfirst into the inescapably real. Massachusetts residents, it turns out, are dying from prescription drug abuse at a faster clip than they are in car crashes, procuring Vicodin or OxyContin from out-of-state "pill mills" or pilfering the medicine cabinets of family and friends to simulate heroin highs under the guise of modern medicine.  Read more

WEEK OF FEB. 5, 2012: Will he or won't he? House Speaker Robert DeLeo, who presides over the branch authorized to initiate tax increases, has held the line on new or higher taxes since he led the 2009 push to jack up the sales tax. DeLeo is still talking about the negative economic consequences of tax hikes, but he's also newly staring down a menu of taxes on candy, soda and cigarettes proposed by Gov. Deval Patrick. DeLeo and House leaders are also mulling over the latest in a string of state budgets that's likely to feature deep cuts in programs and services to free up money for high-dollar increase in fixed labor, health care and entitlement or safety net programs.  Read more
