Amid an effort to reform the state's school funding system, the Board of Elementary and Secondary Education is getting a new leader. Chairman Paul Sagan, appointed by Gov. Charlie Baker in 2015, announced to his colleagues Tuesday morning in Malden that it was his last meeting and he was stepping down at the end of his four-year term.
