"Sobering" Estimates Mean Budgeting With Billions Less

Amid universally dire estimates of the toll the coronavirus pandemic is taking, economists and legislators agreed Tuesday that the state's financial prognosis is still largely unknowable at this point in the crisis and that public health considerations, not economic forces, will determine how the next few months will unfold.
