MBTA Budgeting for Pre-Pandemic Service Levels

MBTA officials expect fiscal 2021 revenue to fall more than half a billion dollars short of pre-pandemic expectations, and they intend to embrace a "plausible and pessimistic" budget with the hopes of avoiding mid-year cuts if ridership remains low even after the worst of the COVID-19 emergency has passed.
