A $261.6 million supplemental budget establishing a new MBTA Board and extending vote-by-mail reforms into December landed on Gov. Charlie Baker's desk Wednesday after the Senate and House traded the bill back and forth for final votes. Ways and Means Chairman Michael Rodrigues said the election reforms extension is "to provide the Senate the opportunity to debate a more robust and full permanent extension to vote-by-mail or early voting." - Sam Doran
