The Senate unanimously passed bills Thursday that would create a path for homeless individuals to apply for state identification cards, and open up the child adoption process to allow for adoption of siblings, aunts, and uncles. Both measures had been passed in previous sessions, their sponsors said Thursday, though failed to reach the governor's desk.
